Shell has already created the Latvian 49.99% blend. They are still trying to make money at the limits of the government, and that means a fiduciary duty to pursue loopholes to trade with Russians, because across the market someone is going to find a loophole and gain an advantage. The barrels still appear on the market.

Sanctions have mostly created byzantine processes. It will take a physical action to stop the physical transport.

Probably remote operated submersibles. Drones that are submarines. Could also be surface vessels, although I'm not sure of the benefits of that vs just having a small craft navy in Ukraines situation.

Here is an article with some options of USVs Ukraine could receive. Kirby has specifically referred to USVs which stands for Unmanned Surface Vehicles. Not submersible.

More evidence that Russia's MO really is "give us what we want or we'll nuke you". They don't care about anything but expansion, control, usurpation of "inferior" peoples. Yep. They totally went into Ukraine in order to "protect Russian speakers" and "liberate Ukraine from Nazis".

Total subjugation and annexation of a nation or we'll blow up the world is really a reasonable approach that would have never bitten the US and the rest of the developed world the ass if we'd just let them keep taking bites. We provoked them by enabling Ukraine to say "no".
