I mean, about what you would expect given how much they've demonstrated they care about their soldiers to this point.

I'd posit that, given what we've seen from Russian logistics, maintenance, preparedness, training, etc., the 2019 article is quite over optimistic. While I'm sure expenditures are in excess of the reported $60B, much of it is also diverted, siphoned, misappropriated, and otherwise squandered. We can see the proof before our eyes.
No argument, but the point is that simply citing the top-line budget number doesn't tell the whole story, either.

If the debacle in Ukraine leads to meaningful management and leadership reforms, $60B in Russian military spending may produce far more combat capability than that low number would of itself imply, so we shouldn't take too much comfort from it.

So to start with, you have a fairly small sample size.

You can't really say, "When the missile works, it usually hits its target," because that implies that a miss is a failure of the missile, not a success of countermeasures. It also places emphasis on the missile itself working as intended as opposed to the tactics or situation of its employment.

Iran's ASM's seemingly worked fine during Operation Praying Mantis, but they scored no hits because American countermeasures worked. Consequently, the Iranians suffered heavy losses due to American missiles and bombs employed against Iranian vessels that lacked sufficient point and air defenses and/or countermeasures.

The same goes for the Israelis and Syrians in the Battle of Latakia. The Israelis suckered the Syrians into firing their missiles at chaff and decoys. The Israelis launched their own missiles and scored hits on the Syrians.

Also, when the Hanit was struck, an Egyptian merchant vessel was also not. That missile worked, but it hit the wrong target, which inarguably counts as a miss.

Missiles certainly need to work to hit their targets, but their ultimate success is determined more by how they are employed.

Read this in a Wall Street Journal article covering Russian behavior in occupied territories…

Propaganda leaflets distributed by Russian forces in the Kherson region say Moscow had no choice but to "launch an operation to liquidate the anti-people Kyiv regime" in order to thwart a Western plot to destroy the Russian and Ukrainian peoples alike.

Looks like they are liquidating the anti-people people as well as the people. Kind of makes your head spin.

From WaPo

Quote:

These projectiles, called flchettes, are rarely seen or used in modern conflict, experts have said. Many landed in the street in the strike, Chmut said, including some observed by Washington Post reporters, among fields of gear and the occasional liquor bottle or chocolate bar abandoned by retreating Russian soldiers.
Quote:

At 3 centimeters in length, these flchettes look like tiny arrows. They have a long history in war a version of them was dropped from airplanes in World War I and used by the U.S. in Vietnam but are not in common use today. Shells packed with flchettes are primed to explode over infantry formations and spew projectiles in a conical pattern, with some versions dispersing flchettes across an area three football fields wide…

Flchettes are narrowly shaped to achieve aerodynamic stability and with simple, nail-like manufacturing in mind, said Neil Gibson, a munitions expert at the U.K.-based Fenix Insights group. The flchettes recovered from Chmut's yard likely came from a 122 mm 3Sh1 artillery round, he said, which is among a few Russian munitions that carry the projectiles.

It's an AEW platform but not a "Mainstay" variant. The platform appears to be a M-4 "Bison" bomber. Probably a one-off prototype.

Interesting article in the Express-UK about Russia blocking GPS signal in Ukraine, the Russian and Chinese versions of GPS and Britain being locked out of the EU's Magellan because of Brexit. Go to link for full article, excerpt of first part of article is below.

Putin and Xi to exploit Brexit Achilles heel and spark 'complete chaos' in Europe
RUSSIA AND CHINA are planning to team up in space to exploit a Brexit Achilles heel that could prove disastrous in Europe, Express.co.uk has exclusively been told.
By CALLUM HOARE 11:00, Sun, Apr 17, 2022 | UPDATED: 17:00, Mon, Apr 18, 2022

The warning comes from Chair of the Defence Select Committee Tobias Ellwood after a US Space Force official said Russian forces are targeting global positioning system (GPS) satellites. The probes are used for navigation, mapping and other purposes. The Kremlin has reportedly been blocking the signal in Ukraine using "bus-sized" ground stations to target the Navstar constellation.

Mr Ellwood, a former captain in the British Army, believes it's not long before this becomes a regular occurrence in Europe.

He told Express.co.uk: "This is absolutely where this war will go and this is why many of us are calling for a recognition of how European security will change.

"Behind Russia sits China who will be backing up GLONASS with Beidou.

"It will challenge GPS which is so fundamental from a military perspective there are so many weapons and communication systems.

"It is an obvious target. Our everyday lives are absolutely reliant on it."

Russia has its own independent system, called GLONASS, and China has one called Beidou.

Meanwhile, the European system, dubbed Galileo, is still not fully operational.

Mr Ellwood, who is also MP for Bournemouth East, warns that the split-up between the EU and UK may be exploited by China and Russia.

He added: "You will have GPS competing with the Russian and Chinese systems and they all will have to take protective measures.

If they target our GPS satellites, that should be considered an attack on the US and Europe directly and result in air strikes IMO.

Yep...found the VM-T variant but was fooled by the shape of the overhead view of the carry canister and pre-assumption of AEW.

Good pick!
