It's a Russian convoy northwest of Kyiv. Not sure when taken.

To anyone scared of nukes, most of the sub launched nukes are 10mT which means a 5 mile range of influence. We can hope that the larger ICBMs will be intercepted. So if it all goes to ****, many people close to targets will die, but the severe damage for a 10mT nuke is limited to .5 miles. Heavy is limited to 1 mile and light is limited to 5 miles. Light is survivable.

Likely less internet/phone/power to get reports from the ground outside of the really big cities. The first attempt at controlling the population was favoring leaving civil infrastructures intact. Keeping cell/internet intact has advantages, especially if you think you'll face little resistance. No need to carry the cost of rebuilding, can easier track HVTs, and make propaganda announcements. As little transition stress to the population as possible. Less resentment and resistance.

Russian subs have missiles with 100-150 kiloton warheads. 10 megatons is huge.
