Austria-Hungary declared war on Serbia, Austria Hungary then invaded Serbia backed by Germany and then. Due to alliances, Russia got involved to defend Serbia. Germany then declared war on russia and then Germany attacked France which was a major ally of russia and then that action made Britain due to an alliance with Belgium go into the war. Germany went through Belgium to France.
If Austria Hungary didn't declare war on Serbia, Russia wouldn't have prepared for war. Austria Hungary only declared war on Serbia because they were backed by Germany. Russia preparing for war is inconsequential. Germany declaring war on Russia because they are preparing for war and then invading Belgium (Britain ally) and France Russian ally) is the reason they are blamed for starting the war. Russia didn't invade anyone nor did they declare war against anyone until after they were declared against first.
