As a former officer, I have been in many of these types of chases and somehow managed to get through them all without shooting anyone. Sometimes they were bad/drunk guys, once in awhile it was a disoriented senior, or dumb, scared kid.

The mentality of "everyone is out to kill me" is a dangerous one that gets pounded into your brain in the academy and honestly it's not a healthy one. It's one of the reasons I left the profession. It creates situations like this. I never bought into it and was able to use other methods to de-escalate situations rather than going force first like this guy.

Chases much more dangerous than this happen daily around the nation and have ended peacefully or without incident. This should have been a pretty routine one to get through and did not necessitate lethal force. We just have to disagree here.
