For all you know, he could have been on the phone with his fellow senators from other states discussing possible aid in the form of money, plumbers, etc. He could have used his contacts with business leadership to discuss allocation of resources, financial commitments, inventory allocation, etc. None of that requires him to be at his home or office. In today's world, he could have done all of that on a flying to Tahiti in a plane full of strippers and cocaine.

OK, well, I drove to New Braunfels...which took me about 6 hours with the road conditions...to drop off more blankets and food and my camp stove for my 80+ year old parents who were without power for two days. When I got there, it was 41 degrees in their house, but I'm sure they would have been fine.
