There are federal investigations being launched. He can assist with that are make sure it doesn't turn into a witch hunt the blame Republicans. He can be in Texas offering assistance to people without power. He can have photo ops going door-to-door with food checking on people without power. He has a lot of resources as US senator.

If the power comes back on tomorrow for a majority of those 2 million, can he leave then? The cleanup over the next several weeks is going to be a much more difficult task and maybe he's looking to be around for that

Clean energy is mostly the cause of this power outage. 25% of our power comes from wind mills and solar panels which are frozen. Which party is pushing clean energy? Coal power plants were shut down. We are with out power to save the planet. It will only get worse.

His constitutes are going through one of the largest natural disasters / political fumbles we've had. Would expect this to be more damage than the last few hurricanes and I'm in Houston.

The fact that there is this much suffering with the people he represents and he is sunning himself and relaxing, is at the least an extremely bad look.

And if he can do anything, why can't he already have done it, be in the process of doing it, or continue doing it while on vacation? Senators make phone calls. They don't literally go help people fix their busted pipes (unless it's a photo op in a campaign holding a wrench for a few minutes). Liberals have a track record of violently assaulting republican congressmen in public. He'd be a fool to just go out door to door to start offering help...or whatever it is the hyper emotional libs expect him to be doing.
