I think Trump will be judged by his administration's response to the Coronavirus. Everything else is minuscule in comparison. This was a challenge to lead a nation and global community through a perilous period with an existential threat that happens once in a century. That is the history that will be written.
No more likely the whole Covid reaction will be seen as one of those occasional and foolish `mass hysterias'. If the American system even survives the agenda of the Democratic Party, this period will be seen as a black eye in the way the witchcraft trial craze is in Church history. In that time period, things became genuinely less rational for a time than EARLIER periods, or even the so-called Dark Ages. That is what mass hysterias do.
Covid caues deaths, but just not that civilization threatening. Not a fraction as threatening as the world wide depressions the global media and various governments seem willing to cause in its name.
Hopefully this one will result in the destruction and transformation of the national media as we know it, just as the end of the Witchcraft craze pretty much demolished the power of the Office of the Inquisition; even forcing it to be re-named and is a shell of what it was.
Against that backdrop history will notice the good things Trump did in the majority of his admin, and see 2020 as as derail of just drawing the card of being in the next mass hysteria. None of the kings of the time of the witchcraft nonsense are generally singled out, because it wasn't a `one person caused' derangement, but caused by an Institution. Back then, a wing of the Church, in our time, by the legacy Mainstream Media.

Leftist Democrats "have completely overplayed the Racism accusation. Honestly my first reaction when I hear it today is to assume bad intentions by the accuser, not the accused."
