Absolutely this. It would be a simple, sure way to make sure every mail-in ballot was legit. And if they didn't save the envelopes then all the mail-ins should be declared invalid.
If the election workers were incompetent - or crooked - enough not to save the evidence then it's on them, not those that are seeking to ensure a fair election.

MI,
WI if you have more votes than envelopes in a presinct, you randomly remove ballots until you have the same number. I think MI does too.
In GA, if the number of ballots you have exceeds the number of envelopes by more than the margin of victory, the loser can ask for a new election.
The laws are in place to fight fraud, but the election commissions are not following the laws.
