Thrusters. Crew Dragon does the same thing, very complicated and frequent adjustments to make sure it is moving exactly away from the ISS keep-out zone.

I'm glad they didn't put people in it.
Also glad it came back whole.
However it still needs to pass some tests with something failing and without leaks before they put people back in it.

All the Boeing managers had to do was smile, thank their engineering teams for the thorough and rapid testing and successful return, and then say they have a fix in work for the thrusters (whether true or not) and that they look forward to launching their next flight soon.

Since NASA might likely require another test flight, at Boeing's expense, that could well kill the Starliner program I don't think there's much success to high five about.

Boeing is going to have to solve these thruster issues ASAP.

Agreed. New CEO absolutely has his work cut out. Deep deep cultural issues that have got to be cut out or it will take them down.

That's the key issue. I'm a SpaceX fan but I do think it would be good to have multiple options to get into orbit. Boeing should definitely have had a few more uneventful unmanned ISS dockings before launching a crew, but they really showed their unprofessionalism and reckless side.

Until they replace their manned spaceflight management they have no business launching manned capsules. And then the new management team would have earn back that trust.
