It is ridiculous, but it's not necessarily racially motivated based on that info. There are plenty of nutty property owners who go BSC over slight property transgressions committed by neighbors, regardless of race.

Careless news outlets (i.e. almost all of them) don't bother to track back to the source to make sure to only report numbers where the driver had an illegal BAC.
