WTF? Merge ND and SD? Why not merge NC and SC? Or VA and WV? And have you looked at a map recently? Because Delaware is mostly separated from Pennsylvania by this thing called Maryland.

Puerto Rico's problem is enough people consistently vote to stay a colony. They should be given a binding vote with only 2 extreme options. Statehood or Full Sovereignty. Its ****ing too big a place to just go on being a colony indefinitely
DC on the other hand is just a purely political BS issue, just something to argue over.

Their problem is poor governance.
No reason PR couldn't become a HK or Isle of Men of the Carribean. Free trade zone, no corporate taxes, etc. Encourage companies to build HQ and plants tax free if the provide jobs and infrastructure....
