I've run out of ways to verbalize just how stupid that woman is.

This is the mentality of a Socialist which believes that jobs are there for the benefit of the workers.

This is what led to the demise of the Soviet Union when meaningless, low paying jobs were created being paid by the State.

And no one was happy, the workers who were paid low wages and offered poor consumer goods and the State, providing meaningless, nonproductive jobs.
