It appears to all be back. Overnight our system was updating/reconciling between the cache and database and for whatever reason it errored out mid way through the thread. We forced a redo.

The federal bureaucracy seems to be going with the "incompetence" play to avoid the "malicious" charge. Ye olde "we were misled and fooled" act, when it was pretty obviously more than mere confirmation bias leading them astray. You don't end around and bypass numerous process safeguards intended to prevent mistakes and errors by accident.
