Wood briefed McCain and Kramer, a former State Department official and longtime McCain associate who agreed to meet Steele in London for a fuller briefing on the dossier contents.
The Washington Post reported in February that after meeting with Steele, Kramer went to Washington and received the dossier document directly from Fusion GPS. McCain then passed the dossier to FBI Director James Comey.

I'm sure at first, based off the initial leaks and news and media coverage and the way it was carefully set up and framed by Obama administration officials and department holdovers that he thought he had a pretty straightforward task and a real investigation to conduct. I suspect he thought it would be nasty so he went and found some of the nastier rule bending aggressive lawyers and investigators he had worked with before and probably had recommended to him by people we now know were involved, and dug in. I think as he went, it had to have dawned on him how he was being used, but he seems to be in it to the bitter end now that he's committed. I don't necessarily think he was hand picked to run the coverup and take out Trump, but thought he was doing a real investigation, only to be made that look like a dupe and fool when the IG information hit him sideways and as more truths have leaked out. Now he's in a race to rescue his own reputation with SOMETHING to feed to the DC establishment and press that justifies his work, though I am at a loss as to why he wouldn't simply decide to turn the tables and put everything out on the table and say what we know to be true: the whole thing was a set up farce.
