Sessions and Trump must appear to be above the fray while Mueller is running his obstruction investigation...until the DOJ Report is released. The latter, being an 'independent politically unbiased' authority, will give the green light to proceed with indictments. There is another issue as well -- the cases must be air tight before proceeding; one mistake could lose in court -- so the OIG is being very meticulous in the evidence gathering. Was it ever settled if Brennan converted/was sympathetic to Islam? In the sense was into well left even in Reagan era if recal. In that position and context that is more than enough.
