Graves estimated 95% of incidents go unreported by pilots.
I don't know how they're going to ever be able to resolve all this. Government moves so slowly. You can't have someone publicly tell you they know exactly where the craft are (and potentially alien bodies, etc.) plus detailed info on murders, and then have the result be something like they'll form more committees to discuss with other committees and then possibly have another hearing in 2025 or so.
The only way to really solve this is for them to say "Let's all go get in the car right now and follow you to where all this is and have news crews follow us and expose this today." but of course that can't and won't ever happen. So we'll get endless claims and denials.
