Padan Fain is the one who puts the finger on the scale to convince Niall to send the whitecloaks to the two rivers, once there kills Perrins family, in book 2 he is the reason why the Horn of Valere ends up in Falme. He fades a bit in later seasons but give Rand the cut in book 7 that ends up counteracting his never healing wound from Falme
