He's only failed if you assume he's trying to be good. Dude killed Snoke, killed his own father, is now the supreme leader of the first order, has basically wiped out the entire resistance, etc. I can't imagine what's left that he's afraid of other than palpatine when he reappears.
I also think it seems extremely unlikely that Kylo Ren wants to be a Jedi. I think his redemption arc could come around wanting what's best for the galaxy or to save his mother or Rey or something, but I'd think he hates the idea of the Jedi down to his very core at this point.
I think that line almost has to be for Rey, which is kind of what led me to that last post. Maybe Rey is afraid that she'll fail and even more people will die this time or something, but she has to keep going.
