The problem with Marvel right now is that they have been focusing on minor characters that very few people have even heard of, much less care about. There are a few exceptions (Spider-Man, Thor, Guardians, Dr. Strange) and even 2 of those were not widely known until the movies by the general population.
And with the exception of Guardians, the movies just haven't been good.

It's still perplexing how easily they wove in Thanos in the first films and how they could have easily done the same in the Phase IV and V movies but dropped the ball.
When Strange faces off against the evil version of himself in DS2 in the ruined world, the evil Strange could have said, "Yes, I started the incursion, but HE finished the job." Our Strange says "Who's he?" and Bad Strange points to a giant statue of Kang outside or even just his name written in giant letters on a wall or something like graffiti.
Would have then been even easier in No Way Home when all the others start "coming through" at the end. Have Kang start to appear in that reality and Strange locks eyes with him and recognizes him from his own movie, then finishes the spell and "forgets" about him.
Have Zeus talk about him in Thor: Love and Thunder as the only being he really fears before whatever Christian Bale's character's name is gets the Death Sword thing.
You even could have changed the story of Namor in BP2 to be that whole civilization appeared as the result of an incursion and went to war not knowing where they were or who the Wakandans were.
if they switch to Dr. Doom at this point, they are going to have to be 100% sure that the Fantastic Four movie is lights out amazing with a phenomenal cast. You could argue that those castings will be their most important since Evans and RDJ, because if Doom sucks or the FF have a weak link, it spirals into everything going forward.

There was a window where I thought this Shine dude might be credible, but he's since proven to be a phony, and people are finally ignoring him more and more. I would do the same. RDJ might very well return at some point, but this guy has zero inside info as to when.

Isn't it just most likely that they caught lightning on a bottle and more than likely will never be able to replicate that. Entertainment is more fragmented than ever and I just don't think everyone is going to care about this one thing like they did before.
You could compare it to the Star Wars Original trilogy. Everything that has come since can't possibly live up to the first 3 movies for people who were alive during that time frame. I understand the attempt. On paper it makes a lot of sense: Let's get the most recent Oscar winner to write and direct a movie about a new group that could potentially turn into our next Guardians of the Galaxy out of nowhere surprise hit. 100%. It's kinda cocky too - these characters have never sustained a comic book title for more than a year at a time, but let's make them into a successful blockbuster. I guess they thought they'd landed on a good enough idea.
And while the Guardians were certainly D-listers in pop culture (I had NO idea who they were when it got announced), they'd still had a comic run for multiple years in a row. Eternals were like… Z-listers.
