Once an original complaint is filed with police, they will go ahead and arrest the person. It does not matter what the original complaintant says after that. Now, if the original complainant does not agree to help the police going forward, then you will probably see the charges dropped.

Charges being dropped also may have no connection to whether the event actually occurred.
