Black Widow has always had her gauntles in the comics, and has used the "Widow's Bite" a few times in the movies.

Serkis also now has his own mocap studio/VFX house, so he's got a vested instance in playing up the importance of his role as much as possible.

For one, Black Panther was always a really close fiend to Captain America, more than any of the other Avengers.
Two, in the Civil War comics, Black Panther and Storm had joined the Fantastic Four to replace Reed and Sue as they were off on a second honeymoon. And the FF joined up with Cap's side.
And third, Panther is typically anti-anything-regulatory/sanctimonious. He refused to join the Illuminati because he felt it was too self-righteous. He also has a general distrust of the US government.
I guess I'll need to see the context, and what exactly results in this schism.

If they really want to show some humor, they should have one scene interspersed where some Grade Q level Marvel superheroes are hanging out in a basement of someone's house or at the food court of the mall, writing down who's on what side so they can decide who to join based on either A) which side will likely win or B) which side has the hotter chicks.
