Tarkin and Krennic are more relevant than Phasma. Both would be better choices.

Was the Rule of Two ever part of the main series or the canon cartoons? I was under the impression that was mostly EU stuff that is no longer canon.

Well damnit, George.

I've only seen each prequel once so I've long since forgotten that line.

Maybe instead of a retcon, just make it so the new Sith Lord intentionally goes against the rule of two...thinks it is outdated or something.

Rule of two didn't occur until after the fall of the sith empire. Prior to that the sith were just like the republic, essentially.

Technically Anakin wasn't an apprentice until he bent the knee - he killed Dooku way before. But he was definitely being groomed for a long time.
