Better is a matter of perspective, I guess. If Aggie Athletics cares just as much about their tennis player as they do their football players that doesn't mean you have to build a Kyle Field level facility for them but it does mean that you need to give them just as good of a chance to win relative to their competition. When you're the #1 overall athletics earner but the #14 facility spender that's a pretty clear sign.
Now if you're looking at athletics like a business, then you're right - it doesn't make any sense to spend a penny more than necessary on tennis (or swimming or equestrian and so on) because those are all money losers and exist only to satisfy Title IX and NCAA participation requirements. Some of them like you said, have big donors. Tennis obviously doesn't have any big donors or anyone that cares enough to pull their donations since George Mitchell passed.
I'm not sure you're a former tennis camper that Bobby Kleinecke sent home for stealing panties or what your vendetta is exactly, but if your point is that Bjorn Bjork & co. don't give a rip about tennis, I don't think anyone disagrees with you.
