I think there's a general stance of altering the strike zone amongst umpires: Monday night my 13 yr old had a Little League game -- I generally liked the home plate ump and his perspective. However..... halfway through we were between innings and he was "coaching up" the newbie ump. He explicitly stated he will sometimes intentionally expand the strike zone to force kids to swing, when a pitcher is struggling and is throwing ball after ball.

This is commonly done when in youth ball based on the level players. You don't want a text book zone in the average 13u game unless you love watching walks all day long. That said, you ideally want to have the bigger zone to start the game.

Sometimes it changes mid game when you realize the relief pitchers have a real hard time finding the zone as only the starters were good. I have worked some games in lower level leagues where we discuss with the coaches in advance that if we judge a pitch as hittable, it is a strike and almost every time they say thank you.

We actually had the same ump at tonight's game, and he did add to the young guy he was coaching up that he will talk to the coaches first. That I'm absolutely ok with.
