It seems to me that being closer to the eye has been much better in terms of rainfall totals. These conveyer belts of rain that are training the city currently lie about 150 miles east of the current eye. As the eye moves east, wouldn't the conveyer belts? Wouldn't that be better for Houston?
Again, this is all based on my non-technical observation that nearer to the eye the rainfall rates have been manageable. I.e. The eye coming towards is should provide relief when and if it does occur.
