It was 21 of 27 teams. Not teams who win 21 games.

Traditionally, 13 wins is the floor for SEC bubble teams. Since 2012, here are the SEC win total bid breakdowns:
Eight out of 11 teams with 15 conference wins have received bids.
Nine out of 13 teams with 14 conference wins have received bids.
Five out of 13 teams with 13 conference wins have received bids.
One out of 8 teams with 12 conference wins have received bids.
Now, let's view those 12-to-15-win SEC teams by RPI:
Under 20: All 11 teams have received bids
21-30: 10 of 13 teams have received bids (of the snubbed, 2 had 13 wins, 1 had 12)
31-40: 3 of 6 teams have received bids (all 3 won multiple SEC Tournament games)
41+: None of the 16 teams have received bids
So what have we learned?
Win 16 SEC games, and you are in regardless of RPI (16 for 16).
Win 15 SEC games, and you are in if your RPI is under 40. (9 out of 9 times)
Win 14 SEC games, and you are in with an RPI under 40 (9 out of 10 times sorry 2017 Ole Miss)
Win 13 games, and you are in with an RPI under 30 (5 out of 5 times 2013 Auburn and 2018 Kentucky were both snubbed at an even 30)
If your RPI is over 40, you aren't getting in with fewer than 16 SEC wins.
If your RPI is over 30, you need to win games in Hoover.
