Problem is so many channels are packaged together (Disney/ESPN, NBCUniversal, etc) so they have to take them all and sports is the most expensive content so $30 isn't going to happen. There are also a couple members of households that generally don't value sports as much as they do the "Opera" like channels.

I think the 60 was just mortgage backed securities and there's another 35 in addition for 95 total.

Edit: I think my numbers are backwards, still 95 Billion total but 35 for MBS and 60 for treasurys.
