Similar to the Gulf Moratorium after Macondo, he can pause all new completions on Federal land for a "study" if he really wanted to. The northern Delaware BLM I bet becomes a pain, but likely more of a down the road issue for SENM.

Right, but really want to see the memo. Does this apply to rights of way or communitization agreements, which are typically issued much closer to actual drilling? Does it apply for sundries to make modifications to drilling plans, which I imagine happen frequently up to right before drilling?

If it is literally just new APDs, I'm sure everyone will survive.

It's very comprehensive and very bad. Looks like the advance permitting everyone did knowing that Biden was lying about not trying to kill oil and gas won't be enough, unless you were also fortunate enough to not need to change anything and obtained all rights-of-way and communitizations/unitizations in advance too. Also better hope your local environmental BLM people got around to finishing the EAs, cause now they won't be able to do anything.

Maybe I have a bit of an optimistic view on this, but oil demand doesn't need access to the reservoirs on BLM land in the next four years anyways.

Won't this really drive up the cost of oil due to reducing available supply, albeit at the expense of those producers invested in federal land areas?

Yes, it will potentially help the supply/price of oil, while also hurting those Delaware Basin producers. How much it hurts them will depend on how much non-federal inventory they have.

Yes, it will potentially help the supply/price of oil, while also hurting those Delaware Basin producers. How much it hurts them will depend on how much non-federal inventory they have.
Until the State of New Mexico decides they need to "lead" again, and follows suit.

It's all federal. GOM, Wyoming, Alaska and Delaware. I imagine the 60 day provision is to put in place new, more expensive and prohibitive provisions. This is going to turn into one heck of a legal battle if it drags on, specific to voiding of economic value of leases

I'm not a land guy, but my understanding is state land in NM can be more difficult/lengthy to acquire permits than federal.

From many of the producers I've dealt with in northern Delaware, the state/federal lands were always floating around in the drill schedule. Hopefully most of them have addressed have that flexibility with private lands on the batting lineup.

Sorry, yes, it's all Federal. I was just selfishly focusing on Permian because I'm directly tied to it.

In NM, if the lateral penetrates any BLM land the APD has to get approved by BLM first, which can take months to years. If the well only includes state and/or private land you just have to go through the NMOCD. They have been approving permits within a few weeks.

I don't think so unless it comes directly from the feds. We pay our revenue to the BLM.

You pay to Onrr, but there is a revenue share in every state. In New Mexico, that is 50%. New Mexico is going to be ****ed if this doesn't end after 60 days, and even worse if activist land commission Garcia Richard follows suit.
