I'm confused on why the step off for an appeal doesn't count as a disengagement. If you win the appeal I get it but if you lose it should count.

What are you talking about. That ball is rocked to centerfield, and he catches it on the run and jumping at the wall.
He's at 2nd so he can score if its anything other than a catch.

Agree. A disengagement is a disengagement unless there is a special rule for an appeal, which I'm not aware of one
