Not true...you could come in with 2 outs and a runner on and pick them off without throwing a pitch.

You still get credit for 1/3 of an inning pitched and your team took the lead that it didn't relinquish.

If your team already had the lead and you replace the starter, you don't automatically get the win...the official scorer has discretion to award the win to any subsequent pitcher that pitches "effectively".
