Javiers issues seem to be his off speed pitches are all over the place. Some good some not even close so his pitch count gets high quickly

Question: can the SS move to the right of 2B as the wind-up begins or does he have to wait until the pitcher releases the ball? I just don't know that much about the new rule.
Seems to me that it's just another issue for incompetent umpires to have to deal with.
