You have to pitch every inning of the game for it to be a complete game. Guys like Nolan and Carlton used to pitch 20 a year. Nobody has pitched more than 3 in a year since 2017.

EDIT: In his banner 1972 season, Steve Carlton started 41 games and had 30 complete games in a 27-10 campaign.
