As for rule changes... Beginning in 2023, a committee comprised of four active players, six members appointed by MLB, and one umpire, will be tasked with adopting changes to playing rules such as a pitch clock, base size, defensive positioning and automatic ball/strike zone.

A fourth CBT tax level has been added at $60 million above the base threshold to address runaway spending. So there will be levels at $20 million, $40 million and now $60 million above the threshold.

* "Kumar Rocker Rule" -- the top 300 players who submit to a pre-draft physical must be offered at least 75% of the slot value associated with that selection.
Re: service time... top prospects who finish 1st or 2nd in their league's Rookie of the Year voting will receive a full year of service. Teams that promote top prospects to the Opening Day roster will also be eligible to receive draft picks with Top 3 ROY or Top 5 MVP/CY finish.
