Luxury-tax thresholds - $230M to $244M over course of five-year deal. (increase of $2M in final year from last offer)

Pre-arb pool: $50M (increase of $10M)

Minimum salaries, $700K to $780K. (increase of $10K in final year)

* CBT $230M in 2022, rising annually to $233M, $237M, $241M, $244M

As for rule changes... Beginning in 2023, a committee comprised of four active players, six members appointed by MLB, and one umpire, will be tasked with adopting changes to playing rules such as a pitch clock, base size, defensive positioning and automatic ball/strike zone.

• Pre-arb bonus pool at $50m
• Min salary: $700k, $720k, 740k, $760k, $780k
• CBT: $230m-$244m
• Draft lottery at 6 picks
• Universal DH
• Amateur draft is 20 rounds
• Player can be optioned 5 times per yr

As part of CBA, minor adjustment in revenue sharing, source tells @TheAthletic: MLB will use some of luxury-tax proceeds to reward teams that grow local revenues (that is gist; more complicated than that).

A fourth CBT tax level has been added at $60 million above the base threshold to address runaway spending. So there will be levels at $20 million, $40 million and now $60 million above the threshold.

Rule 4 Draft details from new CBA:
* Top 300 players will be eligible to participate in a pre-draft combine.
* "Kumar Rocker Rule" -- the top 300 players who submit to a pre-draft physical must be offered at least 75% of the slot value associated with that selection.

Re: service time... top prospects who finish 1st or 2nd in their league's Rookie of the Year voting will receive a full year of service. Teams that promote top prospects to the Opening Day roster will also be eligible to receive draft picks with Top 3 ROY or Top 5 MVP/CY finish.
