There were never going to be three games at Arlington, The decision came down to a neutral field or switching series. The Rangers floated that idea about hosting for PR reasons only from what I have heard.
A series switch would have been the most "fair" decision imho especially with the tragedy element thrown in. The Rangers refused so the Astros lost three home games. And got a hurricane. Win for the Rangers I guess.

That's your opinion. We have no way of knowing because Ryan rejected the offer which would have resulted in more money for relief efforts. I think MLB would have gone along w/ whatever agreement the two sides came up with, especially given the severity of the situation in Houston. If not, then why even allow them to hammer it out themselves? We'll never know though, because both sides rejected the others' offer.
