Mainly, there's now a requirement about younger pitchers up to single A to have to throw their fastballs for 60 percent strikes before they can throw offspeed. They're focused on making fastball location and command a real priority. I don't know if this is a normal development technique, but I found it interesting. Pitching is all about command over velocity.
