Sullivan does not think that Rangers will sign Sheets basically because he thinks it should have happened already. Not a good reason, but thought that I should pass it along.

I didn't make any judgments, just assumed Hicks was doing his usual thing on this one. He may have just been given a great excuse by chance, for all we know.

That doesn't look to be the case here. It looks like they did agree to a contract, but Sheets failed the physical. It looks more like JD may have learned a lesson from his past mistakes (Eaton, Wilkerson, etc.)
