There isn't a standout formula, but more teams in the playoffs have developed the starting qb rather than bought them for a year.

I, for one, am not giving up on him at all. I think he has the raw talent to be elite, but he has to get much more consistent in his passing to get there. Even if and when he becomes that elite quarterback, we still need other great talent in the room because you're always one play away from your elite quarterback having to watch the game from the sidelines the rest of the season.

That's all to say we need to always be recruiting (both HS and portal) guys with elite potential at QB.
