So how do you prove where it was mailed in order to establish jurisdiction? Post marks only apply to where the mail was sorted. That has all kinds of logistical issues. You can't just say, "the guy resides in Harris county, so that's where we will charge him." Or, the mail ended up in Harris county at some point so we will charge there. There has to be a lot more going on than just that letter otherwise the charging doesn't make sense.Federale01 said:

This whole thing is just very odd. The guy looks like a total nut bag based on the stalking charge but that still seems completely unrelated to sumlin and the letter.
