Only one problem though - where are you going to put it exactly? Every square foot of land over there is used. The new interstate system will chew up a bunch of land to the east of the existing highway (IIRC to Hutchins street). So you are looking at an area from roughly Hutchins on the west to around Live Oak on the east, assume it is across the street from the soccer stadium so Walker on the north to maybe Leeland on the south.
Not even Cal could afford to buy out enough area on the west side of the freeway to make space and the amount of legal fighting on the east side that would take place to ED or buy out anything would make the cost unbearable.
There are the railroad lines that would have to be accounted for east that limits how far you can go, which means that the only real place with enough room would be basically at the 45/59 intersection.
Not nearly enough existing parking either, unless you think the downtown garages are the answer (they aren't).
