I don't remember the years, but I remember voting on it more than once. One of the options was demolition. He never got the redevelopment support he wanted and put it to vote more than once. I want to say it was a couple years apart, and I remember the outrage from some because it was voted for demo because it's a giant money suck for the county and taxpayers. Yet it was brought up again and the question was asked "why vote if you're just going to try and do what you want anyway".
I feel like you may be misremembering. I remember the 2013 vote. It wasn't a vote to demolish. It was a vote to authorize funding to turn it into a convention center or something. Which was rejected. It was kind of implied that rejecting it meant voting to demolish, but we didn't actually vote to demolish it.

My memories don't go back that far, but I go back to the days when there was infield dirt during Oilers games in the fall with Bum and Earl.

Then fast forward 20 years to getting hammered on $1 beers at Captain Benny's, buying a $3 GA seat then gypsy-ing down to the visitor dugout seats to heckle the opposing team in a near-empty Dome. Nothing like telling Dante Bichette to "Get a Haircut" and hearing it echo from the outfield.

They've torn down nearly every stadium apart from a few that people care about at colleges, Fenway and Wrigley.
Others (Lambeau, Kyle) are nearly 100% replaced structurally while sitting on the same site, which seems like the better way to not end up with your local heritage collecting mold while waiting on the right/wrong local politician with connections to Cherry Demolition. I guess Reliant/NRG was all part of the Texans getting the franchise, but seems like they could have re-done the dome for football only, though I guess that would have drastically reduced seating capacity if everyone from the Mezzanine up wasn't arranged in circle wide enoughto also accommodate a baseball field.
But I personally don't really care what happens to it, I just hope they go with whatever is cheapest.
