I've been trying to confirm if power is back on my apartment complex. It sounds like a few places right around it have power, so I've been trying to call the front office of my complex. I keep getting a busy signal when I call. Is that a sign that power is still out, or is it not directly related?

I think it means the phone line somehow got cut. Nothing to do with power.
