Unfortunately if you take the overcharges to small claims court, the suit must be against the property owner and not the property manager. This is how kyle manages to "win" against the tenants. Also, because he is part owner or full owner in the maintenance and repair companies that he uses, kyle can easily produce proof of payment since he is essentially paying himself.
