As the federally protected Caracara expand throughout the state, you sheep loving Bo Peeps will need to sell your flocks. Mexican Eagles are ravenous winged demons & eat everything under 100 pounds. Coyotes will be the least of your problems.

I though farmers/ranchers could kill predators, even protected ones, if there is a clear proof of it killing livestock?

Some yes, some no.
Not much sense in killing highly mobile predators. You can't always be around and new predators will move in rapidly to unoccupied territory.
Maybe better to keep sheep/goats about to drop in a more protected area. That would require considerably more work however and isn't as entertaining as shooting things, even though it would be far more effective as well if the goal was to protect newborn stock. Lots of places are so rough and low density that gathering animals probably isn't worth the effort.
I'm not a big fan of killing things for pure entertainment. If it is for true depredation or loss prevention then sometimes to needs to be done.

coyotes are survivors and useful to nature, will exist just like cockroaches till they are alone.

I usually get them in range with a howler and a decoy, then pick them off with a .204, .223 or a 22-250.

Don't know sheep/goat ranchers, but I know they shoot/trap/poison the hell out of everything that looks at their flock sideways.
I'd be curious to know the effectiveness of using Great Pyrenees or other companion animals for protection vs. trapping/shooting. (I'm assuming you may be a sheep/goat rancher)
