Can you tell us more about how you found her and discovered where the duck was/is? Was there some awkward conversation? Did someone know her and just tell you where she usually takes them? Lotta questions left unanswered.

That's just ridiculous. Obviously he would need a small peg leg with an action hero sized scuba flipper. Some of you people are so ridiculous.
Can you ask the bird sanctuary to attach a wheel to the leg for when he is wandering on land and then ask for a detachable pontoon to replace when the duck wants to go in the water. Then take these to the busy body and say she has to monitor what the duck needs and replace them accordingly

I have worked with a lot of HOAs on duck issues. I highly recommend getting rid of all non-migratory waterfowl. ESPECIALLY if they are being fed. Creates too many problem.

Back on the topic of sending a bill, you really should do this. Create a fake bill from the rehab center and mail it to her. Include all kinds of line items that add up to thousands of dollars in expenses for her to pay.
