It won't hurt to send an email, fax, and call the House members below if you are one of their actual constituents. We also need to press the Lt. Gov to assign the Senate committee members.

The Senate refused to concur with the House amendments to SB 11 (Campus Carry). It is now going to a conference committee.

Like with OC, it's important to call your representatives if you support Campus Carry. They only have 2 days to get it through the committee and both the House and Senate will have to vote on it by Sunday at midnight. The Senate has stacked the deck against campus carry. Only Birdwell and Schwertner are co-authors of SB 11.

This is another bill that I think will ultimately die due to political wrangling and because Strauss did everything possible to make sure that this bill had as little chance as he could.

A majority House and Senate, and the Governor's office - and Texas still cannot pass what should be simple legislation.

Much more important to me as well. I don't believe the conference committee has met yet. They have to meet and iron out the differences and then distribute the committee reports. This has to be done by tomorrow to meet the committee report printing deadline. Then they have until midnight Sunday to concur on the committee reports.

I think it's being set up for a filibuster attempt in the Senate. That means Straus can save face, but who knows...

Now that OC is done, time to shift focus to campus carry.

The House appointed their members for the conference committee today, the Senate appointed theirs yesterday.

They may have met today, but I haven't seen what came out of it yet. Until we see the bill they figured out, not much to update.

I will say regardless of what weird quirks they think up to make this more complicated/restrictive than it should be, we should urge passage. It's easier to fix small issues in later sessions when we can say "we already have campus carry and it's caused no problems, so why don't we get rid of these silly restrictions?"

Remember, CHL was off limits/a lot more restrictive in '95 than it is today.

Baby steps are still steps.

I say all this because I'm afraid the conference committee is going to really butcher this thing....but it needs our support regardless.

We can fix issues next session, as long as it passes now.

I have a feeling they will leave in the first Zerwas amendment and strip out the second which prohibits "private" universities from opting out. The House is done for today so time is short.

I have a feeling campus carry isn't going to make it through this time. I could be wrong, but I suspect the legistors may have the attitude of, "We gave them open carry, so that's enough for this time around."

I'm not very hopeful. If it dies, it's 95% on Joe Straus, and the gun owners of Texas need to do everything in their power to show him the door by 2017.

100% agree. It's only a last minute item now because the House sat on it for a month+.

Based on a quick scan of the text, looks like Private universities can opt out after "consulting students staff and faculty", dorms can be made off limits (sucks for the Zips), university owned hospitals are still off limits.

Not great, but not as terrible as I was afraid it might be.

That version of the bill will pass. It appeases those who think private institutions should make their own decisions plus the side that is afraid of folks shooting up hospitals.

It reduces the Davis amendment to just "hospitals" and not "health related institutions". That's good.

I believe I would take that at this point. What would be the penalty for having one in the dorm though? Would it be like a 30.06 violation with a $200 fine? If so, I'd probably roll those dice.

I wonder what the restrictions were "back in the day". Lots of guns in and out of the dorms all the time. If there were rules against it, no one paid much attention. I know of several pistols, I bought an AR from a BQ friend, and I know it went in and out of the dorm. Lots more weapons in the cars and pickups outside. The same BQ bud was a Brazos County reserve deputy, so he always had at least two pistols in the dorm.

Same here. I had a few buddies with pistols and/or hunting rifles or shotguns and never really thought much of it.

I'll take this version, the main point of campus carry is to prevent all the campus buildings from being a "gun free" zone during the school day. The larger the campus/student body, the more exposed it is to the vtech/sandy creek/aurora crazies. This bill makes it to where CHLs can still defend themselves without committing a felony when they walk into class.

I thank God nothing happened while I was there because if something happened, my gun was either 2 miles off campus in my apartment or in my car way off by Reed.

Nope, they've made a carve out in SB 11. It's either a Class A misdemeanor or a state jail felony.

EDIT: Scratch that. That section is referring to OC on the premises or on the grounds of a campus.

When I lived on campus in the mid 80's you could store your firearms at the police station on campus.

There were several instances of students getting their guns back and believing that the cops had shot it.

I would remove the barrel from my shotgun or the cylinder from my revolver before turning it after hearing about it. Once I had a roommate that didn't care I may have kept them in my dorm room.

They can urge the House to not confer with the committee report and vote no. If the House sponsor of the bill says to vote no, other House members will go along.

SB 11 should hopefully be up soon in the House.

Also, the Senate is the bigger issue. SB 11 isn't on today's Senate calendar. Makes it easy to filibuster if it doesn't come up until tomorrow

EDIT: House is recessed until 2:30 tomorrow. Not good news for campus carry.
