I don't think departments have the option to make an exception. You have to meet those minimum standards in order to be eligible for ETAM and even be considered by a department. What major are you hoping to get into? I encourage you to talk with an EASA advisor. And potentially an advisor for the department you want to join. There's a chance you might be able to take a lot of the same classes even if you aren't in the major yet and not put yourself behind too much.
