I try not to paint with a broad brush. We need the best people from all over the world, and we don't need the dregs from any country.
The third world is something of a loose term. For me, it generally means underdeveloped countries that were not communist during the first cold war.
A lot of those countries are populated with people who are largely compatible with American values. In Latin America, for example, many of them share our faith and the institutional traditions of European (e.g., Spanish) law.
Our goal should be to find good people and make them good Americans.
