Trump has addressed the problem form the first term. Also note that these exits are amicable so far with the departing person not leaking things to the press, doing the sunday shows and writing a supposed tell-all.

Because normal people want nothing to do with being in the government limelight. Why would you put yourself through that as a Conservative? The media will bash you and do everything they can to ruin your life and everyone's in it.

I agree that some of his hires weren't amazing, but you can hardly fault Trump for picking positions based on loyalty when all of the beltway-approved picks he had in the first term ended up backstabbing him.
