The position is called County Judge but it's not a judge in the traditional sense. It's more like being the mayor of Harris County.

Hidalgo had zero experience. She got her degree and worked at a non-profit for a couple of years if I remember correctly. I think she was only mid 20s when she first got elected on Beto coattails.

This is right for ~90 of the 254 Texas counties. In the rest, the county judge, is also a real judge in addition to being the county executive. I know a HS science teacher who was elected judge. He had mandatory training from the state presided over trials for nearly a decade. Justices of the peace also don't need any legal training. I know of at least one in Texas with no college degree.

If I were on the board of the HLSR, I'd want someone to provide advice on the situation of giving an elected official free tickets, particularly $9,000 of them in a short time frame. While I suspect a lot of freebies have been doled out over the years, that sort of thing can result in loss of tax-exempt status. Perhaps due to its size and mission and clout, it could overcome it, but why take the risk?

Something I've talked about before. I raised broilers for the local county fair. I had to personally present my pen to the A&M Poultry Science judge and answer his questions. Made the auction a couple of years (participation trophy). Very good overall learning experience for me.

One year I finally decided to go to The Show. It was much larger and very impersonal. Check-in took hours, no interaction with the judge at all (at least in the preliminary round I guess). I was clearly out of my element. Maybe if I had gotten grand or reserve champion at the county level, that would have justified going to HLSR. However, I was a little disappointed with the experience. Especially compared to the local county fair.
